RESPONSIBILITIES: Human Resources Strategy Participate in and contribute to the formulation of Human Resources development strategy (including goals, required actions, measures and targets) in accordance with strategic and operational business goals of the enterprise Ensure the implementation of the chosen HR strategy by regularly monitoring progress toward stated performance standards and by taking necessary preventive/corrective actions Prepare/consolidate detailed Annual HR & Administration Expense Budgets and Payroll Budgets for the enterprise in accordance with the corporate standards ensuring transparency, consistency and clarity of the assumptions used during the process Perform Expense and Payroll Budgets control on a monthly basis by regularly monitoring operational reports prepared for the Russian Head Office in Moscow and International Head Office in Istanbul Contribute to the development of organizational and management structure that would be optimal for effective business plan execution Recruitment Consolidate Annual Headcount Budgets prepared by departmental managers and participate in the determination of manpower needs Arrange/maintain partnerships with leading recruitment agencies and media resources Supervise recruitment activities by ensuring timely and qualitative staffing for the enterprise Personally lead Recruitment & Selection process with candidates for middle and senior management positions Compensation & Benefits Ensure the compliance of the enterprise’s compensation policy to the corporate standards of internal equity Prepare proposals on the improvement of compensation plans for different job families with detailed analysis of Cost vs Benefit and cause-and-effect relationships Supervise the activities of Payroll Accountants by ensuring the timely and accurate payroll calculation, preparation of statutory reports and tax returns, and adequate employee service regarding payroll issues Ensure preparation and control of monthly reports to the Russian Head Office regarding the costs for Commercial Health Insurance and Disability Insurance Training & Development Analyze and identify T&D needs in cooperation with departmental managers Develop Annual T&D plans for the enterprise in accordance with the enterprise’s business goals and the guidelines of Head Offices in Moscow and Istanbul Supervise T&D activities by regularly monitoring the fulfillment of T&D plan and by taking necessary preventive/corrective actions Personnel Administration Ensure the enterprise’s compliance with the Russian Labor Law by controlling the timely and accurate preparation of employment contracts and related HR documentation for Russian and foreign citizens employed by the enterprise Supervise personnel administration activities by providing guidance and general professional support Administration Supervise the activities of the Administration Chief responsible for facility & office management and administrative support staff Maintain strategic partnerships with outsourcing companies providing canteen services, cleaning services, additional manual workforce, etc. Act as the ultimate decision maker for those providers and perform budgetary control of related costs on a monthly basis Requirement University degree Mandatory 3+ year work experience at an analogous position with manufacturing companies Strong managerial, communication and analytical skills, basic understanding of finance Good knowledge of Russian Labor Law and its practical implications for a business with an uninterrupted cycle Behavioral flexibility, ability to work independently and to lead by example Working command of English would be a huge advantage |
